About this course
HLTOUT009 Manage the scene of a major incident unit describes the skills and knowledge required to manage the scene of a major incident as the first arriving resource and then participate in the management and coordination following the arrival of further resources.
This unit applies to pre-hospital and out-of-hospital health care workers.
The skills in this unit are applied in accordance with Commonwealth and State/Territory legislation, Australian Standards and industry codes of practice.

Minimum age entry requirement is 17 years.
Residency Requirements
Student holds one of the following:
- Australian Citizenship/Permanent Residency
- A valid visa for domestic study without study restrictions.
Driver’s License
Current and valid Driver’s Licence (an OPEN licence is preferable, however a reasonable adjustment throughout the assessment process is able to be undertaken for students with their “P” plates)
Physical Fitness
Reasonable level of physical fitness in order to participate in the practical training and assessment activities and clinical placements. In particular students will be required to do the following:
- Conducting patient assessment while kneeling on the floor and performing CPR.
- Lifting and transporting of equipment.
- Lifting of patients on spinal boards and stretchers.
- Transporting patients in and out of emergency vehicles and treating patients in the emergency vehicle that will require bending and stretching in limited spaces.

- Flu vaccination
- COVID vaccination
- Record of compliance with Immunisation requirements
Language Literacy and Numeracy Skills
Proficiency in English and possess a sound level of literacy and numeracy
Computer specification and requirement
To complete the course in a blended delivery format (online learning and classroom environment), student is required to have access to the following resources:
- A functional laptop/computer (Windows or Mac) with currently supported version of Windows or Mac Operating System
- Computer/laptop installed Microsoft office 2010 or above
- In-built speaker & microphone or external headsets
- Internet
- Smart phone
- Email address
- Backup device (USB/External hard drive) and/or cloud storage
- Any cables or chargers (when attending the sessions in a classroom environment)
Important Note for Clinical Workshop attendance: student is required to bring their own electronic device to the classroom as Heed Health Education does not provide electronic device.
Computer/Digital skills
A significant portion of the course is completed through online learning hence students are expected to have the following computer/digital skills:
- File Management: create and manage computer files (Microsoft Office, PDF documents, audio, video files etc.) including how to find, download, copy, rename, recover, print, scan and organize your files.
- Use of internet and email (including selecting and using web browsers, and using email).
- Use of cloud storage solutions (For e.g. Dropbox, OneDrive, Google Drive).
Please note Heed Health Education staff are not able to provide technical support regarding system setting and essential computer management and maintenance tasks.
Textbook requirements
Textbook purchase is required for some units from the nominated suppliers to complete a course with Heed Health Education. Assessments
Assessment tasks include and are often a combination but are not limited to the following – written question and answers, case studies/role play, project completion, practical exercises/performance tasks, report writing, online tests/quiz, face-to-face clinical intensive workshop.
Certification
Following the successful completion of the program, Statement of Attainment will be issued in accordance with the Australian Qualifications Framework (AQF) by Heed Education with provider number 45064.
Unit Delivery Structure
The course is delivered under a blended delivery model that entails online learning, attending face-to-face clinical workshops and completing clinical placement.
Step 1: Student completes the following units in an online learning environment:
- BSBMED301 Interpret and apply medical terminology appropriately
- HLTAAP002 Confirm physical health status
- HLTOUT010 Communicate in complex situations to support health
- HLTINF001 Comply with infection prevention and control policies and procedures
- HLTWHS005 Conduct manual tasks safely
- HLTWHS002 Follow safe work practices for direct client care
- HLTOUT001 Implement safe access and egress
- HLTOUT007 Transport non-emergency patients under operational conditions
- HLTOUT004 Assess and deliver basic clinical care (import)
- HLTOUT008 Manage a scene
- CHCCCS020 Respond effectively to behaviours of concern
Step 1: Student completes and achieves a satisfactory result for the theory section in an online learning environment.
Step 2: Student is now ready to attend Clinical Workshop.
Step 2: Student is now ready to attend clinical intensive workshop
- Clinical Workshop – Duration: 7 days (Monday – Sunday)
Step 3: Upon satisfactory completion of clinical intensive workshop, student is ready to attend clinical placement
- 80hrs clinical placement
Step 4: Student completes the following units in an online learning environment:

- CHCLEG001 Work legally and ethically
- CHCDIV001 Work with diverse people
- HLTWHS006 Manage personal stressors in the work environment
- BSBFLM303 Contribute to effective workplace relationships
